GIB's New e-Beyan System Comes to Istanbul: VAT Transition Starts November 1, 2026
What Is e-Beyan? How Does It Differ from BDP?
The Turkish Revenue Administration (GIB) is replacing its long-standing Tax Return Preparation Program (BDP) with the next-generation e-Beyan system. BDP was a Java-based desktop application that required reinstallation with every update cycle.
The new e-Beyan system is entirely browser-based. It requires no Java installation, is accessible directly through the Digital Tax Office, and is built on a modern, open-source infrastructure.
Key Points
- No Java required: Direct access from any browser.
- No BDP update hassle: The system is always up to date.
- Digital Tax Office integration: Single-point access via dijital.gib.gov.tr.
- Web service support: Accounting software can submit returns via integration.
Istanbul Transition Date: November 1, 2026
According to GIB's announcement dated October 14, 2026, VAT taxpayers in Istanbul will file their VAT returns through the new e-Beyan system starting November 1, 2026 (from the October 2026 tax period).
This change covers the following return types:
- KDV-1 (Value Added Tax Return No. 1)
- KDV-2 (VAT Withholding Return)
- KDV-2B
- KDV-4 (VAT by Liability)
- KDV-9015
Important exception: First-time returns and corrective returns for periods before October 2026 will continue to be filed through the legacy BDP system.
Nationwide Transition Timeline
GIB has implemented the new e-Beyan system in phases:
| Date | Scope |
|---|---|
| August 2025 | Pilot launch: Eskisehir and Kirsehir (VAT) |
| April 2026 | Expansion to 8 provinces |
| June 2026 | 36 more provinces added |
| August 2026 | All of Turkey except Istanbul completed for VAT |
| October 2026 | Provisional tax return pilot: 5 provinces |
| November 1, 2026 | Istanbul VAT transition |
Istanbul, home to approximately 1 million active VAT taxpayers, was planned as the last province to transition due to its sheer volume.
What Accountants and Tax Advisors Need to Do
1. Goodbye BDP, Hello Browser
For October 2026 and later periods, BDP can no longer be used. Log into the Digital Tax Office and follow the e-Beyan > + New Return path.
2. Check Your Accounting Software
Verify that your accounting software (Logo, Luca, Netsis, Mikro, SAP, etc.) supports the new e-Beyan web service protocols. Contact your software provider for their update timeline.
3. Keep BDP for Historical Corrections
Corrective returns for periods before October 2026 are still filed through the legacy BDP. Do not completely remove BDP yet.
TAXTEN's e-Beyan Support
TAXTEN ensures full compatibility with GIB's new e-Beyan infrastructure:
- Return preparation: Automatic VAT return drafts from e-Invoice, e-Archive and e-Waybill data.
- Digital Tax Office integration: Direct return submission via web service.
- Format compliance: Automatic updates to new return formats.
Conclusion
Istanbul's transition to the new e-Beyan system marks the final major step in Turkey's tax digitalization journey. As of November 1, 2026, VAT returns across all of Turkey will be filed through the modern, browser-based, Java-free new system.
