Spain's B2B Mandatory E-Invoicing Timeline Takes Shape

According to the announcement, Spain will phase in mandatory business-to-business (B2B) e-invoicing and invoice-status e-reporting under the "Crea y Crece" (Create and Grow) Law during 2027-2028.

Background

The Crea y Crece Law was adopted to shorten payment terms, combat late payments and improve cash flow for SMEs in Spain. It mandates structured electronic invoices for all B2B transactions. However, actual implementation depended on the publication of secondary legislation (a royal decree), which is why the timeline has slipped several times.

Who is affected

The regime covers businesses and self-employed professionals established in Spain. According to the announcement, the go-live date is staggered by annual turnover: high-turnover large taxpayers will be brought into scope earlier, while smaller businesses follow in a later phase. This staged approach gives different transition windows for preparation.

What to do

Businesses should first identify which phase applies to them based on turnover. Next, they should verify that their ERP, accounting and invoicing infrastructures can generate and receive structured e-invoice formats. Internal workflows should also be reviewed for e-reporting obligations such as invoice acceptance/rejection and payment-status notifications. Because final technical requirements will be confirmed through official secondary legislation, businesses are advised to follow official announcements closely.

Assessment

With this measure, Spain joins the broader EU trend toward mandatory e-invoicing and digital reporting. Moving in a direction consistent with the EU's ViDA (VAT in the Digital Age) initiative, the timeline requires businesses to begin their digital transformation preparations well in advance.
